GasBuddy's data suggests that some gas stations are taking advantage of imbalances to supply and demand to materially increase prices, with stations in Florida, Georgia, North Carolina, South Carolina and Texas priced 20 cents or more above their state averages. As of Friday morning, Hawaii posted the highest average price per gallon, $3.36, almost a dollar more than in Oklahoma, where it was the lowest at $2.37.

About 49% of gas stations in the Naples-Fort Meyers area were without gas Sunday morning, according to GasBuddy.

"We can't wait for assets to come from outside", Harris County Judge Ed Emmett, who oversees government operations in the area, has said.

The White House said Monday that President Donald Trump has not altered his views on climate change, despite scientists' warnings that Hurricanes Irma and Harvey, which recently ravaged portions of the United States, are evidence the warming global climate is making extreme weather worse.

A newly-released U.S. Department of Energy (DOE) report stated that eight refineries along the Gulf Coast are in the process of restarting, all of which account for approximately 10 percent of the area's refining capabilities.

While hurricane preparation is not a foreign concept to Floridians, the uncertainty and expected ferocity of Irma has escalated the level of preparations.

Irma was a Category 5 hurricane, the most unsafe measure by the National Hurricane Center, before being downgraded to Category 4 early on Friday after pummelling islands in the Caribbean. Immediately after the storm, more than 7,000 teachers were fired; almost all public schools were turned over to the state and turned into charter schools; and all public school zones were dissolved, letting kids attend wherever they pleased. Starting Friday, the state's entire National Guard -- 7,000 members -- will be deployed.
