What is the Jones Act and will Trump waive it to help Puerto Rico in crisis?

He also again criticized the island's power grid as antiquated, brought up the territory's massive debt and questioned who would pay for the reconstruction. It requires that goods that shipped from one American port to another be transported on an American-built, American-owned, and American-helmed vessel, thus protecting against foreign shipping competition. Conditions are not favorable for development into a tropical storm, but locally heavy rainfall is expected over the Leeward Islands, including Dominica, and the U.S. Virgin Islands and Puerto Rico.

"The Mayor of San Juan, who was very complimentary only a few days ago, has now been told by the Democrats that you must be nasty to Trump", Trump tweeted.

As though criticizing Mayor Cruz wasn't crass enough, Trump invoked the racist trope of lazy minorities hungry for government handouts just for good measure.

"It's a big deployment, it's the biggest that we've had in my time as governor, but I think the desperate nature of the situation in Puerto Rico merits that level of response", said New Jersey Gov. Chris Christie in announcing the move Friday afternoon.

Puerto Rico was ravaged by Hurricane Maria last week, but the aftermath has been even worse.

"It is an act of justice", said Carmen Yuliín Cruz, the mayor of San Juan, said on CNN on Thursday. "Well, I'm sorry I don't have time for that".
