The agency has spotted brisk movement of vehicles near known missile facilities, and authorities believe North Korea may have conducted missile engine tests. While it is unclear how the two high ranking officers were punished, Andrei Lankov, a professor at Kookmin University in Seoul, told CNN the pair likely faced re-education including a period of re-indoctrination in North Korean ideology.

In February, China also prohibited coal purchases from North Korea.

US officials have privately argued North Korea does not meet the evidence criteria for the "terror" designation.

The UN Command said it had completed its investigation of the incident, and said the North Korean army had violated the UN Armistice Agreement twice: by firing weapons across the border and when the North Korean soldier briefly crossed the border chasing the defector.

The US president accused Kim Jong-un's government of supporting "acts of international terrorism" including assassinations on foreign soil. "Major American cities", Guam, Hawaii and U.S. military bases in the Pacific also are listed as primary targets in the report. The loss of security and, with it, the loss of a sense of worth and belonging, remain the biggest trauma of the IMF crisis. Perhaps the biggest issue is the vast gulf in views between North Korea, which insists on not abandoning its nuclear weapons, and China, which has advocated dialogue-based denuclearization.

The 48-year-old Lee, who is blind in one eye and renowned for working 36-hour shifts, was also the inspiration for a character in another drama, "Romantic Doctor, Teacher Kim", released last year.

The soldier show signs of depression and possible trauma, in addition to a serious case of parasites that has complicated his treatment, the hospital said.

The latest sanctions included blacklisting three Chinese companies, Dandong Kehua Economy & Trade Co., Dandong Xianghe Trading Co., and Dandong Hongda Trade Co., which the Treasury Department said had done more than $750 million (£566 million) in combined trade with North Korea over almost five years until Aug. 31.

"He is fine", Lee said, according to Reuters.

"A Korean who put his life on the line to cross over to the south. Hopefully he can be saved!" wrote one in an online medical forum.
